Summary

This agricultural incentive program provides voluntary financial support to farming and ranching operations within the state to help them implement conservation practices that improve soil health, increase crop yields, and protect water quality. Producers work with conservation planners to assess their land, identify best management practices tailored to their operations, and develop a comprehensive conservation plan. Once a plan is signed, participants become eligible for a structured incentive payment that includes an initial fixed payment and ongoing annual incentives based on the extent of acreage and level of conservation practices implemented on their operation. The program’s tiered payment structure is designed so that greater engagement and adoption of conservation methods result in higher annual payments per acre, encouraging continuous improvement in environmental stewardship.

Eligible participants are agricultural producers operating crop and irrigated pasture operations of various sizes throughout Utah. The funds are intended to support those producers in carrying out agricultural best practices such as nutrient management, soil testing, integrated pest management, improved irrigation water management, and other actions that contribute to long‑term sustainability of working lands. Because this is a voluntary incentive program, producers are not penalized for non‑participation or for failing to follow their plan; however, incentive payments are contingent upon following the agreed‑upon practices and documented progress. This structure supports producers at different stages of their conservation journey, from those exploring new practices to those implementing advanced conservation techniques.

The intent of the funding is to provide resources that enable producers to offset costs associated with planning and implementing conservation measures, foster soil and water quality improvements, and add value to their agricultural operations. Awards include initial payments for plan development and ongoing incentive payments tied to conservation outcomes. By offering financial motivation along with technical guidance, the program encourages agricultural sustainability, promotes environmentally beneficial practices, and helps strengthen the viability of farms and ranches across the region through conservation‑focused support.
