Summary

This initiative offers ongoing financial and technical assistance to eligible applicants whose proposed work contributes to regenerative industrial, economic, or resource reuse activities across the state.


Grants are available in multiple tiers based on project size and expected impact. Smaller awards, often up to $50,000, are intended to help jump‑start local efforts such as pilot programs, outreach, equipment purchases, or community engagement related to reuse, recycling, composting, or other circular activities. Mid‑range grants generally fall between $50,000 and $250,000 for work that has broader reach or more complex implementation. Larger capacity‑building awards over $250,000 are reserved for projects with significant potential to advance circularity goals statewide and are typically issued by invitation after preliminary inquiries.


Eligible applicants include a broad range of local entities within Colorado. This includes municipalities and counties, tribal governments, nonprofit organizations, for‑profit businesses, institutions of higher education, and both public and private schools, provided the proposed work clearly supports circular economy goals such as waste reduction, reuse systems, and material market development. Applicants are generally limited to receiving one award per year and must meet basic operational and regulatory standing requirements.


The intent of the funds is to promote sustainable design, material recovery, reuse, recycling, composting, and other activities that reduce environmental impacts while strengthening local capacity for circular solutions. Funding supports projects that demonstrate measurable outcomes, community benefit, and alignment with strategic goals of expanding participation in circular practices across rural and urban Colorado alike.


In addition to direct financial support, participating entities can also access technical assistance and mentorship designed to help plan, implement, and scale circular projects, fostering stronger local economies and more resilient community resource systems throughout the state.
