Typically, businesses must have been operating for a few years (generally around 3–10 years) and have a small team (for example, 10 or fewer full‑time equivalent employees). Applicants must hold a valid local business license, be in good standing with municipal taxes and fees, and for home‑based or coworking businesses prove residency or a lease within the city. Government, religious organizations and purely residential‑use businesses are not eligible.


The grant supports a number of growth‑oriented uses: professional and third‑party services (such as legal, accounting, marketing or e‑commerce work), technology or digital infrastructure upgrades (hardware, software, platforms), acquisition of small‑scale manufacturing or production equipment, furniture/fixtures, or certifications. What is not covered includes wages/payroll, rent, utilities, supplies/inventory, debt service, real‑estate improvements or decorative items. Because it is a reimbursement program, applicants must first complete the eligible purchases and then submit documentation to get reimbursed—typically the program pays up to 80 % of eligible costs, with the business contributing the remainder.


The maximum award is typically up to US$5,000, and the program runs in multiple rounds each fiscal year (for example four rounds: July, October, January, and April). Businesses may receive funding only once under this specific offering, and no more than two applications per business principal may be submitted over a five‑year period.
